Ronald Simmons, a private citizen who lives four blocks from my house, has 133 outstanding parking violations totalling $17,025. Amazingly, he is only the 27th worst parking ticket scofflaw in New York City. The worst: Charles Rhodes of Brooklyn owes $66,995 for 499 violations!
